Synopsis
With his profiling skills, Shinya Kogami determines that the girls' school killer isn't the same murderer from the Specimen Case because the recent murders lack the "originality" and pointed social commentary of the previous killings. When Akane Tsunemori and he realize the culprit is one of the students, they locate Rikako Oryo, who escapes when one of the teachers stops Kogami from executing her. As the Enforcers try to locate her secret routes and hiding places, Oryo flees, but not before everyone discovers her latest brutal creation. Shogo Makishima calls Oryo to tell her that she's a disappointment and has Toyohisa Senguji dispose of her. In the meantime, Kogami picks up a damaged audio file which was deliberately left by Makishima. Due to Oryo's failure, Makishima develops an interest in Kogami.
Story
Oryo has a discussion with Makishima about the teachings of Oso Academy.
The Inspectors suspect that the perpetrator must be inside the academy itself. Kogami believes the killer isn't the same person from the Specimen Case, as the new killer's methods are "boring." He goes to Tokorozawa to consult an inmate there named Koichi Ashikaga. As a consequence, Rikako Oryo becomes the prime suspect.
Kogami directly confronts Oryo and, upon seeing the level of her crime coefficient, immediately attempts to eliminate her but is stopped by a teacher. Oryo gets away and a disguised Gu-sung Choe hides her. After reviewing some security footage, Division 01 storms the garbage disposal facility and discovers the corpses of two other students.
Makishima develops an interest in Kogami. He deliberately leaves behind a damaged audio file.
Makishima gives Oryo a call, expressing his disappointment in her failure. He quotes Shakespeare's Titus Andronicus. Robotic dogs are released to chase Oryo. She accidentally steps into a trap and is injured with no way to escape from Senguji. Before dying, she remarks that Makishima will throw him away just like her when he gets bored, but Senguji tells her not to worry; she is just a fox who can do some tricks while he, like Makishima, gets to enjoy the entertainment.
Choe asks Makishima why he kills Oryo even though he likes her. Makishima replies that he has found a new toy to play with: Kogami, then asks Choe to investigate the Enforcer.

Quotes
"Why did you only choose students within this school for your works of art?" (Makishima)
- "This academy is a girls' boarding school. What do you think of their education policy, Mr Makishima? [...] Chastity and grace [...] Traditional virtues that have been lost. They comprise the educational ideology of Oso Academy. They're priorities that are not valued in boys, only in girls. After having them instilled in us, we're shipped out as a brand-name product —"refined, sheltered maidens"— and purchased by men who seek a classic piece of furniture called "a good wife and mother..." for a formality known as marriage." (Oryo)
— Shogo Makishima and Rikako Oryo's exchange
"Was that okay? You really liked her, right?" (Choe)
- "Yeah. [...] But I found a more interesting toy. I'd like you to gather some information. Look into the man from the Bureau who visited this afternoon. He's probably an Enforcer. It seems his name is Kogami." (Makishima)
"That's quite an unusual guy you've set your sights on." (Choe)
- "Yeah. His insight and ability to grasp the truth is most fascinating. I get the feeling he'll be very entertaining indeed."
— Gu-sung Choe and Shogo Makishima's conversation
