Synopsis
As footage of the Helmet killings appears on the internet, the helmets are distributed to more criminals who begin committing horrendous crimes out in the open, prompting bloodthirsty revenge from the public in the name of self-defense. As the Public Safety Bureau suppresses the riots, Shinya Kogami deduces that the riots are intended to draw the police away from the Ministry of Welfare's NONA Tower, where the government is located (as well as the Sibyl System). As Shogo Makishima and his gang break in, Kogami, Akane Tsunemori and Shusei Kagari head to the scene.
