The film continues where the previous film leaves off with Arata Shindo entering a mental trace state and having a vision of when his father, Atsushi Shindo, first introduced him to the Sibyl System. The scene then changes to Shindo’s house just after his father has committed suicide. In the lounge room, Shindo reveals to a worried Kei Mikhail Ignatov that he tried to mental trace his dad using his car, but it didn’t work. Ignatov remarks that it wasn't a good idea to do that. Sighing, Shindo replies that he doesn’t want to forget him. Ignatov replies that he is here for him, too. Ignatov then suggests that they find the truth together. A resolved Shindo declares that he will become a detective.
The vision shifts to a depressed Shindo staring into his father’s car and seeing his father’s dead body who has been shot in the brain. At the same time, Ignatov and Maiko Maya Stronskaya are mourning Ignatov’s brother, Akira Vasily Ignatov. Suddenly, there is a vision of a plane landing and Shindo recalls the day when Ignatov and Stronskaya returned from Russia and Shindo discovered that Stronskaya had gone blind. The memory then shifts to Shindo getting beat up by a group of bullies in high school. As they are about to beat up on him more, Ignatov steps in and stops them.
Shindo then recalls the day when his father took him scuba diving and asked him if he liked diving. Young Shindo replies that he thinks so, causing Atsushi Shindo to tell Shindo not to become untethered. Asking what he means by that, Shindo is told that "untethered" means a diver without a lifeline. Atsushi further instructs Shindo not to choose isolation and explains that Shindo must have someone hold his lifeline. Shindo promises to do so. The scene then shifts to when Shindo first met the young Stronskaya while he was playing with Ignatov. Introducing her, Atsushi tells Shindo that she will be living with them for a while and hopes that they will get along. Shindo says he will and gets up and greet her. Turning to Ignatov, Atsushi informs Ignatov that Stronskaya is from the same country as him and hopes that he will talk with her. Ignatov shyly agrees.
Shindo then recalls the day his mother died. Inside the doctor’s office, the doctor asks Atsushi if Shindo really saw his mother die. Asking if something is wrong, Atsushi is told by the doctor that Shindo’s Psycho-Pass is absolutely clear which is strange because most people’s Psycho-Pass would temporarily cloud at the death of a loved one. Atsushi then leaves and escorts Shindo away. Later, Shindo finds himself in his father’s car who is driving with a strange man in the passenger seat next to him. The strange man reveals that Shindo is Criminally Asymptomatic and warns Atsushi that it is only a matter of time before the Sibyl System finds out. Atsushi thanks the man who is revealed to be a Bifrost Congressman. The man then takes Atsushi to the Sibyl System room and instructs the pair to stay near him.
Turning to Shindo, Atsushi introduces Shindo to the Sibyl System and tells the young Shindo that he is qualified to become one of them. But Atsushi warns Shindo that doing so means losing his humanity and he will unable to live with him anymore. Scared, young Shindo tells Atsushi that he doesn’t want to become one. Suddenly, the red Beastman appears in front of the Sibyl System. As his face disappears, the Beastman is revealed to be Atsushi. A Sibyl brain then pops out of the ground as Atsushi begs for Shindo to live on as himself. Cupping Shindo's cheek, Atsushi then vanishes. Shindo then notices Koichi Azusawa next to him staring at the Sibyl System.
Next thing Shindo knows, he is sinking deeper into the mental trace. Just as Shindo is about to consumed by the trace, Ignatov reaches out to him and pulls him back to reality. Back in reality, Shindo awakens to Ignatov’s voice calling to him over the comms. Muttering what Atsushi told him about keeping a lifeline, Shindo promises to never let go of Ignatov’s lifeline. Relieved, Ignatov asks Shindo if he is alright. Shindo replies that he has figured out how to end Azusawa’s game.
Back on the road, Frederica Hanashiro is still on the phone with Azusawa. Hanashiro tells Azusawa that Foreign Affairs, with its Suppressing Action Department, does not make deals with criminals. Azusawa digresses and states that it is up to Sibyl to decide whether or not he is a criminal and argues that he has a mountain of info that she would want. Hanashiro replies that Azusawa is desperate. However, Azusawa instead tells her that he will give her info in exchange for helping him escape. Hanashiro absolutely refuses, but then Azusawa then offers her info on the overseas Peacebreaker's remnants. Azusawa further argues that so long as the Peacebreaker remnants exist, domestic terrorism will continue to occur and asks if Hanashiro doesn’t want revenge on them. Agreeing, Hanashiro asks Azusawa where he wants to go.
Back at the Public Safety Bureau, Sho Hinakawa notices a strange signal on his monitor and alerts everyone to the fact that Azusawa is making an outside call to someone. Shindo surmises that Azusawa is probably calling the Ministry of Foreign Affairs. Asking Shindo what he means by that, Mika Shimotsuki is instead asked by Shindo to leave Azusawa to him. Coughing, Shindo is asked by Ignatov if he is alright and Shindo replies that he is just tired from the dive.
Meanwhile in Harumi Hosorogi’s office, Ignatov is transferring a backup copy of Ma-Karina’s data to Shizuka Homura. Completing the transfer, Ignatov hands Ma-Karina back to Karina Komiya. Komiya replies that she is glad that Ma-Karina could be of help to them and concernedly asks if Shindo is alright. Ignatov replies that Shindo is fine, just exhausted. All of a sudden, Ignatov hears a beep from his phone and turns around to check it. Opening the message, Ignatov sees a message from Homura telling him that they won and tells Ignatov to survive. Confused, Ignatov wonders what Homura meant when he said, “We won.” Suddenly, there is a bang on the door. Grabbing his Dominator, Ignatov orders Komiya to hide as Vixen tries to hack her way into the office.
At Bifrost’s headquarters, Homura asks Haruki Shirogane if killing Komiya will create a new vulnerability in Sibyl. Shirogane replies that it will and both Komiya’s election and death are both necessary for that. Homura deduces the true purpose of this Relation is Ma-Karina, and Shirogane remarks that Homura is right. Shirogane explains that the real key to their plan is for Ma-Karina to continue to exist after the Governor’s death, since Sibyl recognizes the Ma-Karina A.I. they created to be a separate entity from Komiya. Homura asks Shirogane if that means Ma-Karina is a non-existent citizen. Shirogane sneakily confirms that Ma-Karina is to become a new rainbow bridge to combat Sibyl. While this is going on, Homura is receiving the data transfer via the phone hiding underneath the side of his table. Noticing something is off, Shirogane notes that Homura is being awfully talkative and asks what he is planning.
Back at the PSB, Shinya Kogami is still fighting Jackdaw. Firing off a few more shots, Kogami engages Jackdaw in close combat using a stun baton against Jackdaw’s blades. Pulling back, Jackdaw declares that he will get revenge for his sons. Shoving Jackdaw to the ground, Kogami replies that the apple doesn’t fall far from the tree. Jackdaw then stabs Kogami in the chest. Pushing Jackdaw away, Kogami finally manages to push Jackdaw onto a broken piece of glass and kills him. Tossing the baton, Kogami tells Jackdaw to play wargames with his students in Hell. Kogami then opens his leather jacket and reveals that Jackdaw only managed to stab his gun holster.
Back in the basement, Shindo makes a call to Kogami. Asking if Kogami is still alive, Shindo is told off by Kogami for asking a stupid question. Relieved, Shindo asks Kogami if Hanashiro has contacted him, causing Kogami to ask why. Shindo informs Kogami that Hanashiro is about to call him soon saying that she wants Kogami to let Azusawa escape. Asking Shindo what he wants from him, Kogami is asked by Shindo to let him handle Azusawa one on one. As Kogami refuses, Ignatov begs Kogami to trust his partner. Kogami refuses saying that he won’t be a dummy. Before the three of them can get into a further argument, Shimotsuki interrupts asking if Hanashiro is planning to betray them. Shindo explains that it is all a part of Azusawa’s plan. Shimotsuki asks if they have a chance and Shindo replies that they do. Ignatov begs Kogami again. But Kogami still refuses claiming that he is going to arrest Azusawa. Kogami then ends the call and runs off.
Back in the basement, Shindo guesses that he couldn’t stop Kogami. Still on the line, Shimotsuki insists that Division One absolutely not hand Azusawa over to Foreign Affairs and tells Shindo that is entrusting this matter to him.Ending the call, Shindo goes to call Azusawa. Back at Hosorogi’s office, Vixen finally manages to open the door as Tenma Todoroki and Shimotsuki finally arrive. Stalling for time, Vixen orders the combat drone to attack the pair. Back in the basement, Shindo contacts Azusawa and tells him that he wants to ends this. Azusawa asks what Shindo is talking about and Shindo replies that he knows that Azusawa contacted Foreign Affairs for help with his escape. Growing serious, Azusawa tells Shindo that he is changing the call to an encrypted line. Doing so, Azusawa is informed by Shindo that he will tell him the secret of the world that Atsushi told him in exchange for letting everyone go. Azusawa asks what Shindo means by that, but Shindo only replies that he will tell Azusawa in person. Azusawa mentions that he will, after the Peacebreakers kill Ignatov and ends the call.
Meanwhile, Vixen has unlocked the door and enters Hosorogi’s office. Seeing Komiya, Vixen shoots her only to discover that Komiya is actually Ma-Karina. As Ma-Karina disappears, Vixen notices Komiya behind the desk and approaches her. In response, Komiya tosses her hairspray creating a smokescreen that allows Ignatov to ambush Vixen from underneath the coffee table. Battling Vixen, Ignatov manages to get the upper hand and forces Vixen to swallow the tracker lipstick. Notifying Komiya, Ignatov watches as Komiya removes her lipstick and then uses his Dominator to disintegrate Vixen. As Ignatov and Komiya are recovering, Vixen receives a call from Azusawa. Ignatov has Ma-Karina pretend to be Vixen and announce that Komiya is dead. Ma-Karina then sends Azusawa proof that the job is done. Once confirmed, Ma-Karina tells Azusawa that she is pulling out and Azusawa tells her that he will get Vixen’s money ready. As he tells Vixen to take her revenge, Azusawa ends the call. Once in the all-clear, Ma-Karina de-transforms.
In Shion Karanomori’s office, Obata is contacted by Azusawa who tells her that the job is done. Fed up, Obata tells Azusawa that it took him long enough and gets ready to leave. Meanwhile, Todoroki and Shimotsuki are having trouble with the combat drone. Getting back up, Todoroki charges at the drone and tosses over the ledge to the stairwell below with Shimotsuki’s help. Fist bumping, the pair congratulate each other. Meanwhile, Kazumichi Irie and Mao Kisaragi have locked themselves in the infirmary with Karanomori when they hear banging caused by the escaped prisoners on the other side of the door. Turning to Kisaragi, Irie tells her that he will use the gun if they break through and asks her to close her eyes to protect her Hue. Kisaragi remarks that it's too late to be worrying about that. Out of the blue, the banging stops and Irie and Kisaragi leave the room to discover the prisoners mysteriously gone.
In the underground carpark, Shindo makes his way towards a van as Kogami is talking with Hanashiro in the elevator. Hanashiro informs Kogami that they are walking into a trap, so Kogami asks if they are balancing Azusawa with the PSB. Hanashiro informs Kogami that it is the SAD’s role to do the dirty jobs for justice and reminds him that doing these jobs are his specialty. Reaching the conference room, Kogami discovers that Azusawa is gone. Ignatov then enters the room and locks the door. Turning to Kogami, Ignatov informs Kogami that Foreign Affairs has accepted Azusawa’s deal. Kogami brushes it off as not a big deal and tells Ignatov to get out of his way. Ignatov refuses explaining that he cannot do that while knowing that Shindo will arrest Azusawa. Ignatov then declares that he won’t let anyone interfere with Shindo. Kogami cautions Ignatov about relying too much on one person and suggests that teamwork makes all the difference. Kogami adds that Ignatov cannot stop him and he shouldn’t try. Putting up their fists, Ignatov declares that he will stop Kogami and engages him in a fist fight.
In the carpark, Shindo gets the drop on a fleeing Azusawa and Obata. Using the Dominator on him, Shindo finds that he cannot enforce Azusawa due to registering an 80.23. Azusawa is aghast and admits that he cannot believe Shindo would get the drop on him. Azusawa then remarks that he must get mental care for his Hue and asks if Komiya is alive. Shindo replies that she is. Looking around, Azusawa remarks that he doesn’t see the Peacebreakers, adding that Shindo has got him. Meanwhile, Shimotsuki’s team arrives at Karanomori’s office and discovers Obata gone. Contacting Hinakawa, Shimotsuki orders him to seize back the building and to prioritize the staff’s safety. Back in the carpark, Azusawa gathers the remaining escaped prisoners and orders them escape in the police vehicles.
Seeing them off, Obata degrades the prisoners calling them, “dumber than bugs.” Azusawa suggests that they get going, too. Obata then takes the driver seat of the police van, as Azusawa and Shindo get into the back of the van. Sitting opposite Shindo, the trio leaves the building. Noticing the fleeing police vehicles, Nobuchika Ginoza orders Division Three to pursue the escaped prisoners as the PSB Tower’s doors open. Coming outside, Shimotsuki contacts Hinakawa and orders him to send out drones so she can retrieve Hosorogi’s body.
At Bifrost headquarters, a surprised Shirogane starts losing his stock and wonders what is going on. Bifrost then announces that it cannot confirm Komiya’s death as it continues the relation. On the other side, Homura remarks that Shirogane’s investments were perfect, too perfect and surmises that Shirogane was using an A.I. like Komiya. Pressing a button on his phone, Homura deactivates Shirogane’s A.I. and summons it to his side. Homura further explains that since only an A.I. can counter a A.I, he used one created from Ma-Karina’s backup data for a hostile takeover. Homura continues boasting that he created a poison pill in Shirogane’s acquisitions and informs him that he will lose all of his assets shortly, meaning he loses.
Out of the blue, Shirogane unexpectedly receives a call from Azusawa who greets him. Surprised, Shirogane asks why Komiya is still alive and Azusawa replies that he knows. Azusawa continues that he is finally in reach of something even better than a Congressman’s seat and tells Shirogane that this is his own choice. Azusawa then bids Shirogane farewell and ends the call. Putting down the phone, a stunned Shirogane smiles and admits his loss.
At the PSB Tower, Hanashiro arrives and confronts Shimotsuki and her agents about Azusawa’s escape. Shimotsuki explains that her Inspector is chasing him down and warns Hanashiro that she will not allow any interference from her. Hanashiro replies that she thought she was helping them out and asks Shimotsuki if she is willing to take the fall for it. Shimotsuki replies that she believes in her men.
Meanwhile, Kogami is besting Ignatov. Beating Ignatov to the ground, Kogami goes to leave the room. In the hallway, Kogami is about to leave when Ignatov grabs onto his leg and shouts that he will never let him go. Suddenly, the pair both receive a call from Shimotsuki telling them to stop and rendezvous with them immediately. Understanding, Ignatov lets go of Kogami and tells him that he is confident that Shindo will win. Kogami tells him that they are done and asks if Ignatov objects. Ignatov replies that he doesn’t, but vows to beat him the next time before fainting. Kogami replies that he passes and leaves after sitting Ignatov up against the wall.
Meanwhile, Shimotsuki is contacted by Joshu Kasei. Finally reaching her, Shimotsuki is instructed by Kasei to come to the NONA Tower with news that she has located the enemy. At the same time in the police van, Azusawa asks Shindo about his understanding of Bifrost. Shindo remarks that there is no point in telling because Azusawa will tell him anyway. Smirking, Azusawa explains that Bifrost was the name of a top-secret debugging unit from the early stages of the Sibyl System’s implementation. However, investors in the project used its position and changed it into a unit that exploits Sibyl’s vulnerabilities for profit. Outraged, Shindo asks why they used it to commit crimes instead of staying hidden and Azusawa explains that it was a quirk that started as a debugging system and that it was a necessary procedure in order to endlessly increase their wealth.
Shindo reasons that Sibyl is constantly evolving and should be reducing its vulnerabilities. Azusawa agrees and likens it to being in the middle of a game of musical chairs. Azusawa continues that since Sibyl’s vulnerabilities will ultimately vanish one day, Komiya was necessary to prevent its destruction. Shindo corrects Azusawa and states that Ma-Karina was what they needed. Clapping his hands, Azusawa admits that Shindo has got it in one and explains that Sibyl will acknowledge the rights of A.I. to be elected which will create a new vulnerability in the system. Listening to Azusawa’s speech, Shindo asks if Ma-Karina’s development and Komiya’s campaign and election as Governor was part of Bifrost’s plan. Azusawa says that it was.
Changing the question, Azusawa asks Shindo what he knows about Sibyl. Shindo asks if Azusawa hasn’t guessed it yet. Pointing to his head, Azusawa explains that Sibyl is a technology that expands the human brain’s functions to allow humans to transcend to Godhood. Azusawa continues that Sibyl is an impartial judge which rules over this mad world and explains that its value is unfathomable. Hearing that raving, Shindo deduces that Azusawa’s true wish is to become a member of the Sibyl System. Azusawa evilly grins and remarks that Shindo is correct.
Arriving at the NONA Tower, Azusawa bids Obata farewell and tells her to meet him at the meetup point. Obata tells Azusawa to take care of himself and Azusawa returns the concern. Entering the hidden passageway, Shindo starts leading Azusawa to the Sibyl System chamber. Watching the spectacle from Bifrost headquarters, Shirogane asks Homura exactly when he was sure that he could beat him. Homura explains that he knew it from the moment they started. Getting serious, Shirogane mentions that he and Saionji were the ones who purged Homua’s adoptive father, Koichiro Homura, and that Homura’s revenge must be complete now. Homura rebuts that Shirogane’s existence has no bearing on his motive or his father’s wish, causing Shirogane to question what Homura’s goal is then. Homura explains that his motive is simply to destroy Bifrost and that he would gladly give his life to achieve it.
Laughing, Shirogane smirks as Bifrost announces that Shirogane has been bankrupted and decrees that Shirogane will be purged from the Roundrobin. As his seat lights up, Shirogane remarks that Homura is irritatingly young and that it's a shame that he won’t live to see the society that Homura creates. Homura likewise returns the honor. Bifrost then activates its disintegration ray and erases Shirogane from existence. Shirogane laughs as he disintegrates.
Meanwhile, Azusawa and Shindo reach the Sibyl chamber. Seeing the Sibyl System, Azusawa becomes awestruck by it and smiles in joy at meeting what he has decided is God. In another part of the building, Shimotsuki and Kasei are descending down a elevator. Riding down, Shimotsuki is surprised that a facility like this exists and Kasei explains that the facility has always been here, but Sibyl couldn’t perceive it before. Reaching the bottom-most level, Shimotsuki and Kasei head for Bifrost’s entrance. Inside the room, Bifrost announces that Homura is the sole Congressman remaining and asks if Homura would like to appoint a new member.
Homura replies that he would like to add the Sibyl System as a new member. Bifrost disagrees with that decision and asks if Homura really wants to proceed with it. Homura states that he does. Bifrost again warns Homura that restoration will be impossible and asks him if he wants to proceed. Homura says that he does, so Bifrost reluctantly complies with his request and allows Kasei and Shimotsuki into the room. Shimotsuki notices Homura and asks if he is a Congressman. Homura confirms it. Suddenly there is a gong sound and Bifrost announces that the privilege transfer procedure has been completed and has acknowledged Sibyl as a new Congressman.
Kasei’s eyes then glow as Sibyl cordially addresses Bifrost. Greeting Bifrost, Sibyl informs Roundrobin that it is no longer needed. As it dismisses Roundrobin, Bifrost thanks it for its good work and shuts down the system. Turning to Shimotsuki, Homura informs her that Shindo is in the Sibyl System chamber and points her to the newly popped up screen. Back at the Sibyl System chamber, Azusawa greets Sibyl and asks it if it took care of the Congressman. Sibyl announces that Bifrost has been dissolved and thanks Azusawa for his contribution to the Sibyl System. Dropping his hands, Azusawa laments that he is now an ordinary man with Atsushi’s talent. Referencing Crackatook from Hoffmann’s ‘The Nutcracker and the Mouse King,’ Azusawa decrees that he now knows the truth and asks the Sibyl System to make him one of them. However, Sibyl rejects Azusawa and explains how the Sibyl System can only be comprised of those “with a particular viewpoint unconstrained by conventional ethics.” Azusawa is not one of those individuals.
Angrily asking why, the Sibyl System instead responds by welcoming Shindo. He asks if Shindo is better than him and is told by Shindo that it's not about merit and more about being criminally asymptomatic. Asking what that means, Azusawa is informed that being criminally asymptomatic is an inborn trait and that there are no cases of it manifesting at Azusawa’s age. Sibyl further degrades Azusawa by explaining that it must consider all possibilities and Azusawa’s convenient binary choices are detrimental to its evolution. Sibyl further asserts that it does not force others to choose between their Hues and lives, as criminally asymptomatics are both criminals and saints by birth. Sibyl then labels Azusawa as a self-righteous game enthusiast causing Azusawa to shout in fury that he is qualified.
Walking into the yellow liquid, Azusawa is suddenly called out by Shindo. Asserting that Azusawa had lost the moment he had set his sights on Sibyl, Shindo points his Dominator at him. However, before he can shoot Azusawa with paralyzer mode, Sibyl overwrites the Dominator and forces it into Eliminator mode. Shouting what is going on, Shindo is commanded by the Sibyl to shoot Azusawa. Dejected, Azusawa agrees with the decision saying that Sibyl will regret not realizing that it needed him one day. Once again, Sibyl demands that Shindo shoot Azusawa. But Shindo adamantly refuses over and over again and demands Sibyl measure Azusawa's crime coefficient first, even as Sibyl constantly commands him to do it again and again.
Getting furious, Azusawa tries to goad Shindo into shooting him saying that he will be happy to die by Sibyl’s judgement. Shindo refuses again and declares that no one deserves to die. Shindo continues that he has experienced a lot of things, emotions and various justices. Asking if there are criminals in the Sibyl System, too, Shindo is told by Sibyl that they have transcended crime and punishment by becoming part of the system. Hearing that, Shindo cries out that Sibyl has no reason to take away the right to atone. Infuriated, Azusawa insists that he has nothing for which to atone. Pulling away from Azusawa’s grip, Shindo cries out that he hates Dominators, but likes the fact that they have a trigger since they allow for human judgement and forces the person to take responsibility for firing it. Shindo then poses the question of “Whether humans should have the right to atone?” to Sibyl again. Deliberating, Sibyl agrees with Shindo’s proposal and reverts the Dominator back into paralyzer mode.
Furious and having lost all hope, Azusawa proceeds to beat and berate Shindo in the hopes of getting his crime coefficient high enough for Shindo to enforce him. However, before Azusawa’s crime coefficient can reach 300, Shindo manages to push him to the ground and paralyse him with the Dominator. Knocked out, Azusawa is informed by Shindo that he is under arrest. Watching the conclusion from the Bifrost room, Homura remarks that the members of the PSB are fascinating. Kasei returns the sentiment and asks what Homura plans to do now.
Homura replies that since he is a fundamentally average person, he would like to live a normal life now. Hearing that admittance, Kasei replies that she has a job for Homura and Homura accepts. Asking Homura if he has any second thoughts, Kasei is told that he has one condition. Turning away, Kasei orders Shimotsuki to retrieve Shindo, telling her that Shindo can remain an Inspector. Elated, Shimotsuki starts running towards the Sibyl chamber.
Once Shimotsuki is out of sight, Homura tells Kasei that he has another condition and tells her to release Akane Tsunemori. Kasei asks if Homura intends to settle the matters that Sibyl had deferred and Homura replies that he will do so, effectively. Taking a brief pause, Kasei warns Homura that society is more constrained than his life thus far. Homura replies that he's looking forward to it and states that freedom in chains is probably how life is supposed to be. Smiling, Kasei remarks that Homura is an odd one.
In the Sibyl chamber, Shindo is placing the cuffs on an unconscious Azusawa. Getting up, Shindo asks Sibyl if it is his turn to have his brain taken out and sarcastically begs it for an answer. Shimotsuki then interrupts and asks who Shindo is calling, “Sibyl?” Leaping back in shock, Shindo is informed by Shimotsuki that she was asked to bring him back. Still surprised, Shindo asks if Shimotsuki knows the truth about Sibyl and Shimotsuki explains that it is a long story. Getting out of the Sibyl chamber, Shindo is surprised when Homura comes and helps Shindo carry Azusawa. Asking who he is, Homura mysteriously explains that he is someone who invested in Shindo and remarks he is glad that he chose correctly.
At a nearby dock, Obata is waiting for Azusawa as snow starts to fall. A car arrives. Depressed, Obata calls Azusawa a scumbag for abandoning her as Hanashiro and her team arrest her. At Homura's hotel, Shimotsuki instructs Homura not to leave it as they will be interrogating him. Homura returns the sentiment and leaves with two drones. Looking up, Shindo remarks that the rain is over and Shimotsuki guesses that’s true. Shindo then offers to drive and Shimotsuki accepts his offer. A little time later, Shindo arrives at the PSB and finds everyone getting mental care. Saying, "I’m home," to Ignatov, Shindo is told by him that he's glad that he's alright. Smiling, Shindo reveals that the case is closed. Komiya walks to Shindo and calls him the worst bodyguard ever. Shindo joyfully asks Komiya if she was worried about him and Komiya teasingly states that she wasn’t.
Later that day, Komiya holds a press conference at the Tokyo Metropolitan Government building and reveals to the press that the attack on the PSB was orchestrated by domestic anti-Sibyl terrorists, not by immigrants. Komiya further decrees that this incident is not a cause for further restrictions on immigrants and urges everyone to learn from the incident and take this opportunity for both native Japanese and immigrants to better understand each other.
Later on, a still arrested Tsunemori is having a conversation with Sibyl. Pouring herself a cup of tea, Tsunemori is asked by Sibyl whether she had anticipated that Shindo would remain an Inspector. Tsunemori replies that she didn’t, as that was up to Shindo, then asks if Sibyl considers his options. Sibyl reveals that they plan on making Shindo an intermediary when they go public. Tsunemori reveals that she was talking about the law guaranteeing Shindo’s life and states that the law should protect them in the same way once they are made public. She also admits that it would restrict them, too. Changing the subject, Sibyl informs Tsunemori that they will be giving her a degree of freedom, independent of her wishes. Confused, Tsunemori looks up at the speaker.
A few days later, Shindo is praying at his father’s grave when Ginoza arrives. Noticing the sake bottle in Ginoza’s pail, Shindo asks if he's visiting a grave as well. Ginoza replies that he's visiting his father who died seven years ago. Finishing their visit, Ginoza and Shindo leave together. As they walk together, Shindo asks Ginoza how it feels to be the son of a detective and working for the SAD. Ginoza replies that he has realized how his father felt and explains that his father became an Enforcer so he could remain a detective. Shindo asks if it was for a purpose or the position and Ginoza replies that it was the former. Ginoza further remarks that anyone who acts to protect their position isn’t worth anything and admits that he learned that the hard way. Ginoza then tells Shindo not to lose sight of his purpose and walks away, stating that Shindo looks way better than when he first met him.
At a hospital, a freed Karanomori is taking a wheelchair-bound Yayoi Kunizuka for a walk. Kunizuka asks what Karanomori is going to do and Karanomori explains that she's looking for a house. Kunizuka informs Karanomori that there is a vacancy at her apartment building which is close to the station and has a shared self-driving car. Karanomori asks if that is convenient. Kunizuka tells Karanomori to live there and find out. Back in Division One’s office, Todoroki is having a cup of coffee when he notices the music box on Kisaragi’s desk. Todoroki teases Kisaragi about her tacky music box, causing Irie to jump to her defense. The two then start bickering causing Kisaragi to jump in and shout at the pair to stop. Hinakawa also chimes in and reminds everyone that their bosses are announcing the CID’s re-organization today.
In Hosorogi’s office, Shimotsuki meets with her superior who introduces her to the new PSB Chief who is revealed to be Homura. Taken aback by the news, Shimotsuki utters her shock as the superior reveals that Homura has been approved by the Prime Minister and asks that they get along. Homura tells Shimotsuki that he's looking forward to working with her as the higher up utters how surprised that such a remarkable worker was in the Ministry all along with perfect Sibyl suitability to boot. Stunned, Shimotsuki then becomes further shocked when Homura reveals that Tsunemori has been assigned to Shimotsuki as a personal aid and statutory Enforcer. Meanwhile, Azusawa ponders the truth about Sibyl in his cell and asks the deceased Atsushi if that is why he left him.
A few days later, Tsunemori is released from the Tokorozawa Correction and Care Center. Leaving the center, Tsunemori is happy to find Kogami waiting for her. Seeing Tsunemori, Kogami apologizes to her and Tsunemori replies that there is nothing for which he should apologize. Happy, Tsunemori asks Kogami to treat her to lunch, causing Kogami to teasingly ask if food is all that’s on her mind. Smiling, Kogami agrees to treat her to lunch.
Later that night, Shindo has dinner with Ignatov and Stronskaya. Ignatov remarks that he is finally happy that they are going to hear the truth about their families’s deaths and Shindo asserts that they can overcome anything together. Fist bumping with Ignatov, Shindo is surprised when Stronskaya reveals that she is gradually getting her sight back. After dinner, Shindo and Ignatov train together and Ignatov re-asks if Shindo had ever used his abilities to manipulate them. Shindo reveals that he did, once, when he pushed Ignatov into proposing to Stronskaya sooner than he planned. Hearing that confession, Ignatov laughs and smiles. Jumping down from a bench, Shindo reveals that he has other secrets, as well. Ignatov remarks that he does, as well. Both promise to reveal them to each other when the time is right.
