The General is the leader of the Peacebreakers. It is an AI that was originally known as Medical AI.[2]
Overview[]
The General is a supplemental system to the Sibyl System designed to deal with Psycho-Hazards. It was originally known as Medical AI. At some point in time, the Medical AI was discovered, presumably by the Peacebreakers, perhaps even Tsugumasa Tonami, who repurposed it to become the General. As Tonami no longer trusted that humans were capable of right decisions, he made the General the leader of the Peacebreakers.
The General's newfound goal is to help its soldiers and be at their side until the day they die. The General seems to devise plans on a strategical level while taking care of the mental state of its troops. It also computes a "Combat Coefficient" that operates in a similar way to Sibyl's Crime Coefficient.
At the same time, Tonami acts as an aide-de-camp, interpreting the General's will and commanding the Peacebreakers' operations on a tactical level. Part of Tonami's commands may be given through his Divider or another unnamed device. This same device enables the General to directly address his troops through a holographic projection.[2]
General's core[]
The number and nature of the General's previous locations are unspecified, but the General now resides in what is destined to be its final and permanent base of operations: an abandoned automated industrial city in the Kuril archipelago. This city used to be run by a supercomputer. It is assumed that the Peacebreakers refit the supercomputer room to house the General's core. The core is liquid-cooled, as it is immersed in a pool of unknown substance. It is shown that, like the Sibyl System, the General is partially brain-powered. But unlike Sibyl, it is the General's AI that is the primary software. Its selection criteria for the brains is unknown with the only brain whose owner is identified is Milcia Stronskaya's.[2]
Divider[]
The Divider is a cerebral implant, although it is unclear if said implant was originally part of the Medical AI technology or invented later. It is said to partition consciousness and is designed to review one's reprehensible actions, then transfer the guilt and associated feelings to a third party - in this case, the General. This enables the wearer to commit heinous acts while keeping one's Psycho-Pass clear. In Akira Ignatov's own words, it is a scientific recreation of religious frenzy. All Peacebreakers are issued Dividers.
As the operation of a Divider essentially makes consciousness secondary, this enables greater direct control, meaning that an operator (e.g. Tonami) can use the Divider implant to "possess" a wearer's body. The science behind it may rely on the fact that a brain communicates and operates using biochemical-electrical signals and the Divider, being a cerebral implant, is specifically designed to affect brain chemistry. The effects of this can be spectacular (e.g. a fatally wounded Bokamoso Murray rising to his feet).
Being a powerful transmitter itself, it can also be used to hack, for limited duration, nearby technologies like SAD agents' translation patches. As a consequence, several SAD agents have been "possessed" by Tonami's "will", with the patches located inside the agents' bodies "possessing" their brain or nervous system chemistry. As part of the original Medical AI technology, its purpose would have been to allow one to spectate a stressful situation without harm from a Psycho-Hazard. Hacking and "possession" functions are negative, unintended uses.[2]
Raphael communication system[]
To communicate with its Dividers, the General relies on the Raphael communication system. Raphael's creator is unknown and it was likely not part of the original Medical AI. The main asset of Raphael is its communication hub core onboard a mobile stealth stratospheric airship. The main airlift power may be provided by the six large balloons in the upper section. It is said to have enough transmitting power to enable high capacity communication throughout the world. The hub core airship is a large target and its main defenses are its stealth and mobility. Nevertheless, it is not totally helpless as it is armed with automated laser turrets for close range protection. Their engagement range is unknown, but likely measured in kilometers. In the event of hacking, Raphael's last resort safety system is to put its airship on a self-destruction course.[2]

- From a character's point of view the following does not apply — when a person is taken over by a Divider, a possible side-effect is that their voice can be altered to resemble the one of the person in control.[2]
- As demonstrated by Akira Ignatov, a Divider can be overloaded by its wearer. This makes it possible for a person to generate enough mental strain until it exceeds the ability of the implant to compartmentalize guilt and associated feelings. In that case, the subject can become a target for enforcement.[2]
