Guillermo Garcia (ギレルモ・ガルシア Girerumo Garushia) is simultaneously the leader of the mercenary group "Armistice Guards" and a professional negotiator hired by the Tibet-Himalaya United Kingdom Government to settle the current conflict.[1]
Appearance[]
Garcia is a male of average height and weight in his 50's. He has brown eyes, is bald and wears corrective lenses. He is typically seen in his military uniform, although sometimes in civilian clothing.[1]
Personality[]
Initially perceived as good and kind, he is actually a cunning and deceptive individual. While he claims to desire peace, he doesn't consider those below him, fans the conflict, then settles the issued chaos in order to appear as a saviour. He then charges the reconciled parties a fee. He has a sharp mind and wide knowledge.[1]

Many people call him a hero because of his activity in various regions, while others see him as an opportunist and cold-blooded killer.
Relationships[]
Shinya Kogami[]
Garcia and Kogami are initially friendly towards one another. They meet when Kogami gets into a bar fight. After chatting, they seem to have commonalities so Kogami shares his plans. Garcia helps Kogami get to Tibet.[1]
Jean-Marcel Belmondo[]
Belmondo and Garcia are co-conspirators in a plan to put the various factions of the Tibet-Himalaya United Kingdom at war with one another. Garcia and his "Armistice Guards" then arrive to quell the turmoil and get handsomely rewarded for this action. However, when Belmondo gets dissatisfied with his financial compensation for his involvement, Garcia kills him without remorse.[1]
