“ | I knowingly took part in your plan to kill Makishima Shogo. And since my actions were deliberate, the next time I get a surprise check, that'll be it for me. [...] Don't worry about it. This is simply my punishment for shutting myself up at home and not participating in society. [...] By assisting you, I feel that I've fulfilled my own role. But... even so, Kogami... I'm dumping all the dirty work on you, after all. | ” |

Joji Saiga is a former professor and analyst of the MWPSB.
Personality
Saiga is a very sharp man, able to learn facts about people through small details of what they do and how they respond to their surroundings. He is very knowledgeable, but prefers to live reclusively and away from society, and rarely leaves his house. He enjoys doing research and quoting famous people. Saiga dislikes the current society and prefers to live the old-fashioned way ‒ growing his own food, having a non-holo house, etc.[1]
History
Before his "retirement" Saiga works as a psychology professor, developing new Inspectors for the MWPSB, including Kogami, Ginoza and Aoyanagi.[2]. It appears that when he worked there the crime coefficients went up.[1]
Relationships
Shinya Kogami
Kogami is a former student of Saiga who impressed him once after asking an unique question. Also, Kogami holds great respect for Saiga and even calls him "Professor" long after his "retirement".[1][3]
Akane Tsunemori
Saiga meets Tsunemori when Kogami takes her with him to visit his former professor, so she could get a special profiling lesson.[1] Later on, Tsunemori keeps visiting Saiga in the medical facility. Also, Saiga seems to be interested in Tsunemori due to her healthy Psycho-Pass.[4]
Trivia
- Kogami persuades Saiga that if he is arrested, he should join the CID.[5]
- Saiga is seen sitting in Kasei's office, hinting that he was going to play a role in the Public Safety Bureau.[6]
- His house is modeled after "Fallingwater," a Frank Lloyd Wright design.
