Joji Saiga (雑賀 譲二 Saiga Jyouji) is a former Analyst of the Criminal Investigation Department of the Public Safety Bureau. He formerly worked as a clinical psychology professor.[1]
Appearance[]
Saiga is a male in his 50's of average height and build with brown eyes and short brown hair swept back. He is typically seen wearing a green sweater and woolen muffler.[1] When he becomes an Analyst, he begins wearing a white lab coat, under which he wears a shirt and pullover.[2] He wears corrective lenses. In Psycho-Pass: The Movie, he is wearing a brown vest and shoes, a white shirt and black pants. In Psycho-Pass: Providence, he is seen with some gray hair.
Personality[]
He is a very sharp man, able to learn facts about people through small details of what they do and how they respond to their surroundings. He is very knowledgeable, but prefers to live as a recluse, seldom leaving his home. He enjoys doing research and quoting famous people. Saiga dislikes the current society and prefers to live the old-fashioned way ‒ growing his own food, having a non-holo house, etc.[1]
Personal Background[]
Saiga is a former professor of clinical psychology. When the Sibyl System was still collaborating with universities, Saiga used to give special lectures on criminal psychology to Inspectors at the CID, like Shinya Kogami and Nobuchika Ginoza.[3] When Crime Coefficients of some attendees rose, Saiga's classes were cancelled and his lectures removed from PSB archives.[1] Frederica Hanashiro was also a student of Saiga,[4] but it's not specified if it was at the university or in special classes like at the CID.

Shinya Kogami[]
Kogami is one of the Inspectors who attended Saiga's classes, but whose Psycho-Pass did not deteriorate during these lectures. From this time onward, he developed great respect for Saiga, calling him "Professor" (教授 kyōju) long after the man's retirement.[1] Kogami continues to be impressed by Saiga's skills and willfully seeks his advice,[1][7] as illustrated on two occasions: first, when he entrusts Akane Tsunemori's further training in profiling to the man[1] and second, when he comes to Saiga after his escape from the Bureau.[7] In return, Saiga does favors for Kogami, like providing shelter and advice during Kogami's pursuit of Shogo Makishima, to the point of becoming a latent criminal himself.[7]
Akane Tsunemori[]
Saiga first meets Tsunemori when Kogami introduces her to him so she can obtain a proper profiling course. Tsunemori is impressed by Saiga's ability to learn many things about her through simple observation.[1] With time, Tsunemori develops great respect for the professor and values his opinion, as seen during the Kirito Kamui case, when she asks for his insight on the matter[8] and convinces him to help her at the Bureau as an Analyst.[2] In turn, Saiga is intrigued by Tsunemori's sharp mind and her ever-healthy Psycho-Pass despite Saiga's reputation of clouding other people's hues. Furthermore, Tsunemori always seems at ease when she is with him, even when he challenges her with philosophical problems in order to see how she handles them.[8][9]
Shion Karanomori[]
When Saiga is assigned to the Public Safety Bureau as an Analyst, he is seen coming to Karanomori's lab several times as part of his work, exchanging with Karanomori ideas and speculations regarding the Kamui case.[10][11] After Saiga leaves the Bureau, Karanomori admits that she finds Saiga's reputation of clouding people's hues interesting. [5]
