Joshu Kasei (禾生 壌宗 Kasei Joushuu) is a former Chief of the Public Safety Bureau.[1][2] She is one of the "personalities" used by the Sibyl System to move about in the real world. In that role, she oversaw the various departments that comprise the Bureau, including the Criminal Investigation Department.
Appearance
Kasei is a slender android with steely gray eyes and short gray hair. She dresses in a professional manner, wears oblong wire-frame corrective lenses and earrings.[1]
Personality
She comes across as distant and cool towards all those around her. She is seen to be a workaholic with no personal life, devoting herself entirely to her duties. She is secretive and mistrustful, confiding in only a few chosen individuals information regarding the job at hand on a need-to-know basis.[3][4] She displays keen interest in Shogo Makishima because he is Criminally Asymptomatic.[3][5]
Personal Background
It is unknown if Kasei was modelled after a real person. If so, it is unknown whether this person was named Joshu Kasei, was living at that time and was absorbed into the Sibyl System. After her apparent public death,[2] Harumi Hosorogi succeeds her as head of the PSB.[6] Kasei, nonetheless, is still used by Sibyl when required.[7]
Relationships
The Sibyl System
Joshu Kasei is an android body being used by the the Sibyl System to operate in real time under the guise of a fully functioning human being.[8][5][9] Multiple copies of this body exist, allowing it to be replaced quickly if it is "injured"[8] or "killed".[10][9] Due to being a shell operated by one brain at a time, the body displays the personality, habits, hobbies and language cadence of the brain occupying it.[5][11]
Akane Tsunemori
Tsunemori is one of only two Inspectors in the PSB who are aware of Joshu Kasei's true nature,[12][11] as well as the true nature of the inhabitants controlling the bio-mechanical creature. Though conflicted about her place in society following this revelation, Tsunemori remains an Inspector with the CID. She still believes that the people will create a better society where Sibyl is no longer needed.[13] But in the mean time, she considers Sibyl to be the least bad solution. And now she knows Kasei is just a representative of Sibyl, Tsunemori don't hesitate at times to speak her mind or even defy Kasei's orders.[14][15][2]
Mika Shimotsuki
Shimotsuki is the other one of only two Inspectors in the PSB who are aware of Joshu Kasei's true nature,[12][11] as well as the true nature of the inhabitants controlling the bio-mechanical creature. But before she was, she viewed Kasei's attitude towards Tsunemori as a special treatment.[4] As Shimotsuki remains loyal to Sibyl, she now maintains a calm, professional relationship with Kasei.[16]
Sakuya Togane
Togane knows that his mother, Misako Togane, is a member of the Sibyl System. He even calls Kasei "mother" just before they apprehend Mika Shimotsuki who learns of this.[11]

- Her ID is 00475-ACSX-00074-1.[3]
- During the user authentification process, her position is described as "Administrator" (cf file).[3]
- At the present time, the only known operators of Kasei are Kozaburo Toma[5] and Misako Togane.[11]
- Part of the furniture of the Bureau Chief's office is an office chair with a connection port in the headrest section.[17] This port enables a direct line of communication with the Sibyl System, so that Kasei users can report to Sibyl, participate or be kept up to date on its decisions.[17][11][2] Additionally, this port enables Kasei users to process directly the data on their office computer.[3]
- To use this port, Kasei is equipped with an uplink in her nape.[17]
- In case of self-defense or to physically protect the Sibyl System, Kasei users can alter the judgement of a Dominator.[8][10][9][18] But there is no indication that this privilege is linked to the way Kasei androids are built, as this may be only due to the status of Sibyl members Kasei users possess.
- The strength and robustness of the Kasei android line is unclear. It seems to have some tolerance against energy-based weapons,[8] but e.g. Makishima managed to break the limbs of such an android with his bare hands.[5]
- Once, she uses 'boku' to refer to herself, a pronoun normally used by boys/men. This may or may not have been because Toma's personality was in her body at the moment.[5]
