Koji Noto (能登 耕二 Noto Kouji) is a member of the supervisory staff in the Special Ward "Sanctuary" belonging to the Ministry of Economy, Trade and Industry Environment Bureau.[1]

Noto is a male of shorter than average height and an average build who appears to be in his 40's. He has deep-set dark-irised eyes beneath heavy eyebrows; shoulder-length dark gray hair that is loosely swept back; and a dark brown, thin boxed beard. He is typically seen wearing a white uniform and wire-frame corrective lenses.[1]
