Masuda is a male of indeterminate height and weight who appears to be in his 40's. He has short, slicked back hair and wears corrective lenses with a brown frame. He wears a black suit prior to his arrest by the Criminal Investigation Department, and an open-collared white dress shirt since.

- At one point, the real Masuda is kidnapped and replaced by one of Kirito Kamui's followers. When his crime coefficient rises during a speech, he is later arrested and held for questioning. During his interrogation, he remains silent until he is later released by one of his men.
