Kyoka Tsujigai (辻飼 羌香 Tsujigai Kyouka) is the Supervisor of the Special Ward known as Sanctuary belonging to the Ministry of Economy, Trade and Industry Environment Bureau.[2]
Appearance[]
Tsujigai is a female of average height and a slender build who appears to be in her 40's. She has light brown eyes and mid-length gray hair styled into a flip with side bangs. She is typically seen wearing a cinched white jacket with gray piping at the wrists and lapel; red blouse, black pants and earrings. When she first encounters the CID team, she wears a yellow ruana as a shawl.[2]
Personality[]
She is an outwardly intelligent, articulate and pleasant individual with an inappropriate set of values insofar that she views latent criminals as less than human. As a scientist/therapist, she has developed a drug with the help of Ataru Takeda that induces individuals into a state of group-think. Combined with hypnotherapy, this renders her all-powerful over the latent criminals housed at Sanctuary. She, herself, believes she is serving her country by doing so and that making latent criminals handle highly radioactive material without hazmat suits is allowable because it is for the "greater good".
Personal Background[]
Tsujigai is a scientist and therapist with government approved credentials. Under the aegis of Akira Karasuma, she monitors the staff and inmates of Sanctuary and carries on with her pernicious experiment, all the while boasting that her treatment method is the best rehabilitation program.
Relationships[]
Rodion Matsuki[]
Matsuki is an employee and chief security officer for Sanctuary. He and Tsujigai have a decent relationship as they seem to share similar views regarding latent criminals, despite Matsuki being a latent criminal himself. It may be speculated that he resents his status and Tsujigai, as a regular citizen, and is remorseful after unsuccessfully converting Nobuchika Ginoza to his beliefs and way of life before committing suicide.
Etymology[]
- The name Kyoka means "barbarian" (羌) (kyo) and "fragrance, fragrant" (香) (ka).
- Kyoka's surname Tsujigai means "street, crossroad" (辻) (tsuji) and "domesticate, raise, keep, feed" (飼) (kai/gai).
