Kyokei Fukita (吹田恭慶 Fukita Kyoukei) is a counselor for the Ministry of Foreign Affairs Overseas Research Department. He dies in a drone attack initiated by Rin Otomo.[1]
Appearance[]
Fukita is a male of average height and build who appears to be in his 40's. He has gray eyes, short black hair swept to the right and wears grey corrective lenses. He is typically seen in a dark gray suit, white dress shirt and blue tie.[1]
Personality[]
Fearing the enormous authority held by the Ministry of Health, Labor and Welfare, he secretly works to expand the authority of the Ministry of Foreign Affairs and the Ministry of Defense. He has a quick mind and never takes any action that he thinks is a waste. Although he is ambitious, he is more of a staff officer type than the type to take the lead and demonstrate leadership himself.[2] He is a taciturn individual who believes that the ends justifies the means, even if it entails innocent people dying. He is one of the three individuals behind Operation Foot Stamp and views the soldiers involved to be sacrificed as needed for the greater good.
Personal Background[]
A counselor at the Ministry of Foreign Affairs which served overseas with SEAUn, and acted as a go-between when exporting the Sibyl System. He is an observer during Operation Foot Stamp.[2]

Etymology[]
- The name Kyokei means "respectful, polite" (恭) (kyo) and "celebration" (慶) (kei).
- Kyokei's surname Fukita means "blow, breathe, puff, emit, smoke" (吹) (fuki, a root form of fu) and "rice field/paddy" (田) (ta).
