Mizue Shisui is a former Inspector and Enforcer from Division 02 of the Criminal Investigation Department of the Public Safety Bureau. She is also Kirito Kamui's partner in crime. Her parents are both officials working at the Ministry of Welfare.
Appearance
Shisui is a female of average height and a slender fit build in her 20's. She has lavender eyes and short brown hair. As a result of being kidnapped by Kamui, she loses her right eye. During the time that she works with him, she wears a maroon leather outfit with red lipstick and a black eye patch covering her empty eye socket.
Personality
She has a deep-rooted inferiority complex due to her relatively high crime coefficient. As such, she harbors animosity towards the Sibyl System, providing an incentive to help Kamui shut down the system and give her the freedom she seeks from society's repression. Shisui is also shown to be ruthless as she kills without remorse on Kamui's behalf, helping to coordinate the slaughter of dozens of Inspectors who used to be her colleagues during the Hungry Chicken incident.

Kirito Kamui
Shisui is frightened of Kamui when she first finds herself restrained by him, with one of her eyes excised. After taking medication and undergoing psychological retraining by Kamui, she experiences Stockholm Syndrome, becoming dependent on Kamui and willing to do anything for him. Kamui's treats Shisui not only as a helpmate, but also as an important companion.
