Synopsis[]
January 2118. While attending a meeting as Chief Inspector of the Public Security Bureau, Akane Tsunemori receives a report that an incident has occurred on a foreign shipping vessel. She rushes to the scene with Atsushi Shindo, head of the Statistics Department of the Ministry of Health and Welfare, who is attending the same meeting, but for some reason, the right to investigate has been entrusted to the Suppressing Action Department of the Ministry of Foreign Affairs. Dr. Milcia Stronskaya, whom Shindo invited as a guest at the conference, is found dead on the ship. Behind the incident are the Peacebreakers that the SAD has been chasing for a long time. Upon learning that the incident was caused by a Peacebreaker and with the aim of recovering the "Stronskaya Documents," Division 01 of the Criminal Investigation Department forms a joint investigation with the Action Division. With them is Shinya Kogami, who had once escaped from the Public Safety Bureau. With the cooperation of Joji Saiga, with whom the deceased professor last communicated, the team heads for Dejima to obtain the documents. Tsunemori and Kogami face an unexpected incident involving the Stronskaya Documents. Beyond that lies a certain truth that shakes the Japanese government and even the Sibyl System itself.
