Rodion Matsuki is the chief security officer for the Special Ward called Sanctuary, under the control of the Ministry of Economy, Trade and Industry Environment Bureau. He supervises the behavior of the latent criminals at the facility despite being a latent criminal himself.
Matsuki is a male of average height and a muscular build who appears to be in his 40's. He has heterochromian eyes (blue/yellow), long wavy black hair and a dark short boxed beard.
He has great confidence in himself because of his extensive knowledge, but hides a deeply rooted sense of shame about his latent criminal status. He may or may not believe that he is doing the right thing by keeping his knowledge about the true nature of Sanctuary a secret; however, this possible inner conflict may be the reason he commits suicide.
It is unknown how Matsuki came to be a latent criminal nor the circumstances of his employment at Sanctuary.
Tsujigai is Matsuki's employer and the supervisor of Sanctuary. She and Matsuki have a professional relationship as they seem to share similar views regarding latent criminals, despite Matsuki being a latent criminal himself. It may be speculated that she covertly harbors the same persona non grata attitude towards him as she does towards all other latent criminals.
- Matsuki's first name comes from Rodion Romanovich Raskolnikov, the main protagonist of Crime and Punishment, written by Fyodor Dostoevsky. In the novel, Raskolnikov murders a corrupt pawnbroker, but doesn't admit to any moral culpability until he meets Sofya Semyonovna Marmeladova, a pious prostitute, after which he sees the error of his ways and eventually finds redemption. Rodion Matsuki is similar, being a man hiding his "sins" and growing increasingly guilty over his evil deeds. The final blow is Nobuchika Ginoza refusing to follow him or his way of life despite being a "sinner" himself. Faced with death or a life of redemption, Matsuki chooses death.
