Tshering Gurung is the driver of Garcia's car. As he and Kogami enter Tibet, Gurung tells Kogami that there are skirmishes between the locals and the guerilla located there. They then hear a gunshot ring out. Ahead of them is a bus full of refugees being attacked by guerilla. Kogami intervenes and they scatter. The bus passengers thank them profusely. Kogami then notices an adolescent girl following him. When he confronts her, she tells him that her name is Tenzing Wangchuck and her family was killed by guerilla when she was a child. She begs Kogami to teach her how to fight like him so she can avenge their deaths. Kogami says he will only teach her self-defense.

Wangchuck's uncle, Kinrei Dorj, appears and the trio walks to Dorj's home. He is concerned when hearing about Wangchuck's plans for revenge, but relieved when he hears Kogami's alternative, who adds that once you shoot someone, you can never go back to being the person you once were. That night, Wangchuck has a nightmare recollecting the mass murder of her family and the villagers. She wakes up in a sweat. Later, she tells Kogami that he reminds her of her deceased father and their training sessions begin. Wangchuck begins reading a story called "Beyond the Pale of Vengeance"[1] in which a man named Ichikuro is on the run after killing his master.

Hanashiro ss3

Frederica Hanashiro arrives, an Assistant Officer of the Ministry of Foreign Affairs looking for "abandoned Japanese", that is, Japanese citizens deported as undesirables by the Sibyl System and unable to return to Japan. She's in Tibet to find those who still have good hues. Gurung arrives with news that supply units are being attacked. Kogami says he'll check into it and Hanashiro offers the use of her vehicle. Wangchuck is left behind, but takes matters into her own hands by following on a motorbike. The group stops when they reach an area of open warfare. Kogami and Hanashiro engage the shooters and a lone assassin begs Kogami for his life. Kogami relents and turns to walk away when the assassin shoots him in the back. Hanashiro takes out the assassin.

As Kogami recovers, Dorj introduces Kogami to the local United Nations Peacekeeping group, with Garcia in charge. Garcia tells Kogami that he doesn't understand Kogami's motivation. Dorj takes Wangchuck to visit a temple so she can pray for her family. Kogami imagines Shogo Makishima speaking to him about revenge and how it can arouse evil spirits in people. Meanwhile, on the radio, a newscast praises the Peacekeeping troops for monitoring the situation.

Wangchuck asks Hanashiro about Kogami's past. Hanashiro reveals that Kogami is where he is because he acted on a need for revenge and had to flee Japan. Wangchuck continues reading the story about Ichikuro, the murderer who becomes a monk in order to repent for his sins. When Wangchuck confronts Kogami about his life in Japan, Kogami admits he took revenge on someone. Wangchuck calls him a hypocrite and Hanashiro says he's running away from the truth. Kogami also reveals his actions in Shambala Float, telling Wangchuck that training her has altered his view of things, but that he can not return to Japan. Hanashiro says things are changing, implying a possible return. When they are alone, Hanashiro challenges Kogami by saying he feels guilty about what he did. She then reveals that she used to work for the Public Safety Bureau as an Assistant Inspector and that she admires the way the Inspectors and Enforcers work together as a team. Kogami tells her that such teamwork is due to the influence of Akane Tsunemori, a person who attracts good detectives. Hanashiro assures him that everyone in Japan is fine, but Kogami doubts anyone misses him. Hanashiro chides him for thinking this.

The following day, a news broadcast tells of an explosion in which the leader of the Purple Dragon Clan is killed. The new leader, it is said, favors Garcia's Peacekeeping group. In the city, Peacekeepers are seen, including Kinrei Dorj. Wangchuck spends time with her uncle and while Kogami waits, Garcia approaches him. Garcia shares with Kogami his past wherein his early naiveté caused people to lose their lives. He then leaves to attend a peace meeting between local factions.

Back at Dorj's house, Wangchuck locates Kogami's hidden handgun. She is prepared to take matters into her own hands. At the peace meeting, Garcia addresses the attendees. Dorj finds Wangchuck observing. He tells her that he doesn't want her to become a killer and become "lost". Wangchuck is later seen in the market square where she sees the man who killed her family (Jean-Marcel Belmondo). She follows him and is shocked to see him conversing with Garcia. She raises the gun from behind ground cover, then considers the death of her father, Kogami's wisdom and the story she's been reading. She doesn't shoot. Garcia, meanwhile, gets into an argument with Belmondo and kills him. Wangchuck runs away, but the noise attracts Garcia who throws a knife at her, severely injuring her. Garcia puts out an order to find and kill Kogami.

Wangchuck is brought back to her uncle's house where she tells Kogami what she has learned. Kogami is angry, but Wangchuck says that even though Garcia is bad, seeking peace is worthwhile. Hanashiro arrives and guides them to a vehicle in order to transport Wangchuck to a hospital. Kogami tells Dorj that Garcia has been playing both sides: initiating the problems, then solving them to make himself look good. Wangchuck makes Kogami promise not to kill Garcia until the peace talks are concluded. He agrees, then asks Hanashiro to help him. She says she will do so if Kogami joins her team and returns to Japan with her. Kogami agrees.

The peace talks conclude successfully. Makishima's image again appears to Kogami, telling him that the life he is currently living is no life at all. Kogami argues with this assessment and sets out to find Garcia. A train carrying Garcia and the Peacekeeping troops is seen heading off. Kogami manages to detach the cars containing the troops and explodes the munitions car causing a drone to come after him. From a distance, Hanashiro disables the drone and Dorj shoots at Garcia. Kogami catches up to Garcia and they struggle. Kogami finally pins Garcia and uses the knife that injured Wangchuck to kill him. The train hurtles off the track but Kogami is able to get off before it descends into a ravine.

Another news broadcast states that Kogami has killed Garcia. Wangchuck is upset that Kogami is willing to be seen as a villain, but Hanashiro reminds both Wangchuck and Kogami that the world doesn't change easily, which is why people must do so. Goodbyes are said and Kogami leaves with Hanashiro to return to Japan because, as she tells him, there are still people there who need to be saved and he can help save them.
